However, his allies want to start rebuilding as soon as possible.
More than 40 countries and international organizations have set priorities for Ukraine’s reconstruction.
They met in the Swiss city of Lugano and agreed on the Lugano principles.
But it is no small task. Ukrainian Prime Minister Denys Shmyhal estimates reconstruction costs will amount to $750 billion.
Is the discussion a bit premature now that the war is still raging?
And will the agreed principles have a lasting effect?
