This comes a day after the Russian Defense Ministry announced that Moscow’s troops had liberated the eastern province of Luhansk and had “completely under control” the city of Lysychansk. Leaders from dozens of countries, international organizations and the private sector gathered in Switzerland on Monday to work out a “Marshall Plan” for rebuilding war-ravaged Ukraine.

Ukrainian President Volodymyr Zelensky, who will participate virtually, warned on Sunday that there is also a lot of work to be done in the liberated areas.

The two-day conference, which will have a high security presence and be held in the picturesque southern Swiss city of Lugano, was planned long before Russia launched its large-scale invasion on February 24.

It was originally planned to discuss reforms in Ukraine, but when the Russian bombs started falling, it was repurposed to focus on reconstruction.
