Plans to raise the legal smoking age to 21 could be announced Thursday as part of a “very radical” review.

The government is divided over the delayed review by Javed Khan, the former director of Barnardo’s, who is proposing changes to the legal age to buy cigarettes from the age of 18, as well as further tax hikes.

Health Minister Sajid Javid told the BBC: “It is right that we are looking at radical ways to reduce the number of smokers in this country.”
